Hello,

My name is Misha Patel and I’m reaching out on behalf of the HackIllinois
Outreach team. HackIllinois is a 36-hour collegiate Open Source hackathon
that takes place annually at the University of Illinois Urbana-Champaign.
This year, it will be from February 28th-March 1st, 2020. Our mission is to
introduce college students to Open Source, while giving back to the
community. We strive to create a collaborative environment in which our
attendees can learn from and work with developers to make their own
contributions. In past years, we’ve had developers from prominent projects
such as npm, Rust, and Apache come to mentor students from our pool of 900+
attendees.

We’d love it if you could pass along this message to the OSGeo community or
any individuals you believe would be interested. We will provide meals
throughout the event and can reimburse for travel and lodging up to a
certain amount depending on where in the US people are coming from. More

Hi Daniel,

you're right that the wiki page is not much updated, of those listed, Anne,
Jeff and Florin had already retired before last year. The others have
personal reasons that hinder a commitment for this year's edition. I'm sure
all of us will make our best to help whoever takes over, but we're no
longer taking the responsibility to carry out the program.

Due to personal reasons, we admins realized none of us has the time to
allocate to GSoC this year. So, OSGeo needs a new Lead Admin or there won't
be GSoC at OSGeo this year.

What's needed to carry out the task?
The Lead Admin is:
- willing to not go offline during the summer
- familiar with GSoC environment (has read all the rules and is capable to
explain / enforce them)
- prompt to respond to emails
- capable of meeting deadlines
- proactive and self-starter

These are only suggestions, we're not recruiting. The process should go on
without us. I'm personally willing to give some support if needed,
compatibly with time availability.

Hi Jody,

thank you, just added to the agenda. Indeed I think this aims at being a
global initiative rather than limited to Europe only. I have seen
signatures from countries all over the world, as well as support from
international organizations based outside Europe. I  think that OSGeo
should support this campaign to remark that supports the principle, as in
this phase no political action is entailed. Local chapters as well should
sign and, if any, take further political actions when the times come. In
fact I have forwarded this also to the Italian local chapter and I invite
all the community to do the same to your own local chapters.

[OSGeo-Discuss] [GSoC] Students application deadline is approaching

Hi all,

I'd like to remind potential students that the application period will end
Apr 9, see timeline [1].
The earlier you submit your proposal, the more chances you have to refine
it according to mentors/community feedback, hence the more chances to be
successful. See also [2].

Usually, last minute submissions result into failure, *it is time to submit
your proposals already*.
We privilege quality over quantity, so please, spend time to write a good
proposal, *submit it in draft mode* and flesh it with the comments,
clarifications and requests from mentors before the deadline.

For your convenience, this year you can download the template from github
[3]. It is not mandatory to use github to fill the proposal, but *using the
template is mandatory*.
For more tips on how to write a proposal, see [4], and have a look at [5]
too.

download and fill it. Rather than using our personal github profile we'd

this is a gentle reminder to our call for GSoC 2019 mentors and ideas.

To complete OSGeo’s GSoC application 2019, we need an ideas list. If you
want to participate proposing ideas, you need to send us (admins:
) the URL for your project's ideas list. Last
years’ ideas [2] are always a good starting point to prepare the new list
for 2019 [3].

Each project on the Ideas list should include:

a) a project title/description
b) more detailed description of the project (2-5 sentences)
c) expected outcomes
d) skills required/preferred
e) 2 possible mentors.
f) if possible, an easy, medium or hard rating of each project.
g) A test for the students to submit to your evaluation. The test aims at
evaluating if the student is capable for the project, so please design it
having in mind the skills required to complete the project.

For any questions, just ping us admins by  

Time is short, we need to collect all URLs by Feb 4. After that date,
Google's admins will start evaluating the organizations based on the
submitted ideas pages and decide which orgs will be accepted for this
edition.

thank you and welcome to OSGeo. I see you shared your proposal in view
only, this makes it impossible to leave comments.
I do have a remark, which seems to be recurrent for several other
proposals, so I'm writing it publicly in the hope that also other students
can read.
May 14 marks the official coding period start, this means that by then you
guys should be ready to start coding right away. Activities such as:
initial research, set up working environment, choose tools to be used in
the project, set up repository, etc must be carried out during bonding
period (April 23 to May 13 - it's a lot of time!).
Please, modify your timeline accordingly.

[OSGeo-Discuss] Wouldbe GSoC students, please read

Dear students,

this is a reminder that we will be accepting students proposals until March
27, that is only 1 week away from now. As a general remark, we know that
late submissions are not our best shot, as we usually find them incomplete,
so be aware that the sooner you submit your proposals, the better chances
you have to adjust them to mentors' requirements, and in the end, better
chances to be selected.
We have noticed some proposals have been submitted as final. We cannot
access them until deadline, so, unless you also share the google docs as
public, we don't have a way to give you feedback and we will be evaluating
your final proposal as it is, so you have less chances, or none at all if
your proposals hasn't been discussed anywhere in public channels.
Even if you have had some contact with a potential mentor, remember that
the proposals discussion must happen in public channels, as it is always
the case in open source communities.
Last but not least, remember that GSoC is a highly competitive program, we
prioritize quality over quantity, this means that we only accept excellent
proposals. So please read carefully and thoroughly our recommendations at

and don't forget to introduce yourself in SOC mailing list.

[OSGeo-Discuss] OSGeo & Google Code-in 2017/2018: a great success to introduce students into the geospatial Open Source community

*OSGeo & Google Code-in 2017/2018: a great success to introduce students
into the geospatial Open Source communityAfter participating many years in
the Google Summer of Code, OSGeo recently participated for the first time
in the Google Code-in. Google Code-in is a contest held each year to
introduce pre-university students (ages 13-17) to Open Source software
development. Since 2010, over 4500 students in 99 countries have completed
work in the contest. Students compete to win prizes of certificates,
t-shirts, hoodies, and a possible free trip to Google headquarters in
California, U.S.Because Google Code-in is often the first experience many
students have with Open Source, the contest is designed to make it easy for
students to jump right in. Open Source organizations chosen by Google
provide a list of tasks for students to work on during the seven week
contest period; each task should take only 3 to 5 hours to complete, and
can involve not only coding but also important community work such as
documentation, outreach, communication, quality assurance/testing, and user
interface design. A unique part of the contest is that each task has
mentors from the organization assigned, should students have questions or
need help along the way.OSGeo administrators began working on OSGeo’s first
application to Google back in early November.  It was a huge undertaking,
as mentor organizations create hundreds of tasks for the potentially
thousands of students to work on during the contest period and are
responsible for assigning mentors to help students with questions and to
review students’ work on the tasks.OSGeo mentors and admins prepared 176
tasks related to its geospatial projects like GeoForAll, GeoServer, GRASS
GIS, gvSIG, MapServer, OpenLayers, OSGeoLive, pgRouting, and QGIS.This
year’s contest was held from 28 November 2017 until 17 January 2018, and
had almost triple the number of students of the previous year.  A total of
279 young students completed 649 tasks for OSGeo (530 students in total
examined OSGeo tasks). OSGeo students were from many countries including:
India, Poland, Pakistan, Thailand, United States, Russia, Germany,
Cameroon, Singapore, Spain, Romania, UK, Vietnam, Dominican Republic,
Turkey, Indonesia, Bangladesh, Canada, and others.  The students were
guided and supported by a great team of OSGeo mentors. OSGeo’s GCI mentors
and admins evaluated the results of the students according to the following
factors: creativity, thoroughness, and quality of work. An additional
criterium was the contribution to the community by interacting with and
helping others.OSGeo is pleased to announce the Google Code-in Grand Prize
winners (who each receive a free trip to Google headquarters, along with a

Dear All,

Google has started screening mentor orgs ideas pages: please, make sure
your ideas page is in order and nothing is missing. Excerpt from an email
to admins and former mentors:

"It seems quite a few veteran orgs have 0, or very few, projects listed on
their Ideas List for their GSoC Org apps. Some have something like "coming
soon" with no actual ideas on their page - *this will result in an
automatic rejection* - please don't let that be you!

Our team has been reviewing hundreds of applications this week and taking
notes and we have noticed MANY orgs that have not completed their lists
(have 1-2 ideas or ideas with 1 sentence describing the problem) or say
'coming in March', 'coming soon', etc. That's a 'Reject in our book.

We will meet Monday, Jan 29 as a team to start our multi day meetings going
through each and every org application together so you have until Monday at
19:00 UTC to get your ideas onto your list. You can always add more ideas
later but if you are an Umbrella Org you should have plenty of ideas listed
now - and if you are a smaller org you should have 4-5 well developed ideas
minimum.

And please don't just link to a bug tracker. If the bug tracker has
extensive descriptions about the project/problem then that can sometimes be
fine. But just saying here are 5 things we want worked on and a sentence
about each isn't going to cut it.

*If you are an Org Admin I strongly encourage you to go back and look at
your Ideas List before Monday at 19:00 UTC and make sure it is
representative of what you want us to evaluate. *

Every year we have a few orgs who give us bad URLs or don't give us access
permission to see their Project Ideas List. Again, please don't be that
org... (your community will not be happy).

Remember, *the #1 thing our team considers when choosing which orgs to
accept is the quality of the Project Ideas list*. If you have nothing for
us to look at we have to reject you.

Please don't ask us to go and see if your application is okay. If you have
a solid Project Ideas List and have read the Defining a Project Ideas list
from the Mentor Guide

No, it's not possible to register as a mentor for 2 organizations. He can
act as an external mentor, meaning without registering to one of the 2 orgs.

a person is not allowed to mentor for more than one project at a time. He
can be an external mentor for one of the 2 orgs.

[OSGeo-Discuss] Geospatial devroom - Call for Participation

FOSDEM is a free and non-commercial event bringing together about 8000
developers in Brussels, Belgium. The goal is to provide open source
software developers and communities a place to meet and share
thoughts. The participation is free of charge, although donations are
welcome. The next edition will take place on 3 - 4 February 2018. For
the fourth time there will be a Geospatial devroom and will be
happening on Sunday *4/2/2018*!

Geospatial technologies and mapping used to be specialist work, but
nowadays location and maps are becoming part of many
projects/applications, which usually use only a small subset of the
possibilities the data and software offer.

The geospatial devroom is the place to talk about open, geo-related
data and software and their ecosystem. This includes standards and
tools, e.g. for spatial databases, and online mapping, geospatial
services, used for collecting, storing, delivering, analysing, and
visualizing purposes.

We welcome submissions about:
* Web and desktop GIS applications;
* Collaborative editing / versioning of geodata and metadata;
* Interoperable geospatial web services and specifications;
* Collection of data using sensors / UAVs / satellites;
* Geo-analytic algorithms / libraries;
* Geospatial extensions for classical databases (indexes, operations)
and dedicated databases;
* Big geodata, distributed and scalable GIS applications;
* Volunteered Geographic information - Crowdsourced geodata.

HOW TO SUBMIT YOUR PROPOSAL FOR A TALK

Are you thrilled to present your work to other open source developers?
Would you like to run a discussion? Any other ideas? Please submit
your proposal at:

Make sure to select the 'Geospatial devroom' as 'Track'. If you have
an account from previous years, you should be using the same.

Please specify in the notes if you prefer for your presentation either
a short timeslot (lightning talks ~10 minutes) or a long timeslot (20
minutes presentation + discussion). However, note that time slots are
indicative and will be assigned according to the timing of the
session.

The DEADLINE for submissions is Thursday **1st December 2017**.

Notification of acceptance will be sent to the Authors by 11/12/2017
at the latest.

GSoC is surely no committee: the "members" are not stable, volunteer

I'm not sure about the actual definition in use in OSGeo, but if OSGeo-Live
is an initiative, I see similarities with GSoC: cross-project initiative,
aiming at outreach and growing projects.

It's hard to make a summary, it was mostly Q I think the most important
points are:
- we need to expand the current mentor capacity: there's no way we can
participate with the numbers we have now;
- we need to start drafting the tasks

[OSGeo-Discuss] Google Code In (GCI) 2017 just announced! And we want to participate

Dear Community,

great news! Google Code-in has just been officially announced [1] and we
are excited to apply for the first time as mentoring organization! Google
Code In is a program addressed to students aged 13 to 17.

As always, we need your help! We need mentors.
Mentors for Google code in are not necessarily top developers (they are
also needed, but not only). Also educators, advocates, researchers are much
needed, people that normally take care of documentation and preparation of
educational material, that give presentations, take care of web site or
wiki etc.

In fact, the tasks for google code in are supposed to take 3 to 5 hours for
students to complete, and entail:
* coding
* documentation / training
* outreach / research
* quality assurance
* user interface

See examples here [2].

The idea is to individuate suitable tasks and submit them in the bug
tracker with a special keyword like "beginner" or something TBD. In this
way, students can easily find and claim the task they're interested in.

Note that the whole "how to" is to be discussed yet, for the moment, let's
try to create a critical mass of interested volunteers.

Here [3] I created a wiki page with relevant info, instructions, timeline
etc. Kindly take a look and if you are willing to participate, please write
an email to gsoc-admin AT osgeo.org, we will send you a form to fill with
your data. Next step: in less than one week from now we'll have the first

Hi,

If I may still chime in, I don't think this keeps the meaning of what was
originally intended, I would add diversity to integrity. In an extreme
example, if you consider the risk of green aliens taking over osgeo, those
aliens may have integrity and still if they are too many, they would
naturally start to represent the interest of their planet. Diversity is
IMHO what would keep the balance.

Vicky, why are you saying that?
Mentors money have been so far used as was agreed upon by mentors some
years ago, that is, to donate them to osgeo. Any different proposal should
be agreed upon by all active mentors serving the current year.
I have proposed in two mailing lists to come up with a common proposal, you
have ignored my emails and went on saying that mentors money is not mentors
money.
What is your alternative proposal? What are you requesting?

evaluations happens there, and I'm surprised that you don't know the reason
why it should be private. Anyhow, I suggested that you bring public this
discussion because this is something that must be completely transparent.
My suggestion in mentors mailing list was that the current year 's active
mentors come up with an agreed upon proposal on how this money should be
spent and bring it to board at the time of budget discussion or earlier.
It was for your specific fund request that I suggested to ask the marketing
committee.
This clarification was just for the record.

Dear All,

Yesterday students application period has started. We seek motivated
proactive students!

@Students: Start browsing the ideas page at [1] and carefully read the
recommendation for students, particularly the application instructions at
[2].
Quoting verbatim from Google Admins: "Historically, the students with the
best proposals reach out to the orgs early to receive feedback before
submitting their final proposal. " So don't wait until it is to late to
give you feedback, but instead join the communication channels of your
chosen software community and discuss over the proposal.

@Mentors: I see that there are still proposals with only 1 mentors. There
is still time to subscribe as a co-mentor, remember that we need at least 2
mentors otherwise the proposal will be discarded, no matter how good is the
student that applied for it. Furthermore, remember to offer small code
challenges to your would-be students, possibly in line with the purpose of
the gsoc proposal.

Well, indeed, sorry if we can't predict all possible human behavior, and
therefore need to adjust instructions according to what people come up
with. Usually a simple email asking for instructions is useful for everyone
to clarify.

The page you are talking about is the only page we use for mentor to
subscribe, is for our (admins) use, to know who to invite from the GSoC

final number. If you are willing to mentor a student for Google Summer of
Code, here's what to do: add yourself here [1], clearly indicating the
*title* of the idea you are willing to mentor (no link to ideas page,
please). I will then send you an invite to join the OSGeo organization on
the GSoC website.
The Google Summer of Code program is a great way to attract new developers
and expand our software communities. Moreover, I would really much like to
see more of our former GSoC students engaging in mentoring this year's
fellows students.

each idea and one can be a primary mentor only for one idea..
Regarding the google platform: on top right there is a "log in" button, you
should use your gmail account. At a certain stage, I or the other admins
should "invite" your gmail account to be part of the OSGeo organization on
the platform. In order to do that, let us know which email account you are
using. If you want to try right now I can make the trial with you (you're
the first mentor). We can talk on #osgeo-gsoc at freenode

[OSGeo-Discuss] The future of the Google Summer of Code

Dear OSGeo Fellows,

earlier this month, Anne and I attended GSoC Mentors Summit at Google's
Tech Corners in California as OSGeo delegates, and also had the chance to
visit NASA Ames Research Center, as our mentor for NASA WorldWind, Patrick
Hogan, graciously hosted us for a guided tour! (Thank you again Patrick!).

(Partly) recovered from the jet-lag, it is now time to make some
reflections and decide how to follow up in this great experience that is
the Google Summer of Code. Talking to Anne, she frankly said that she
doesn't wish to continue as GSoC admin for the next year. Actually, wen I
stepped in as admin 2 years ago, she had already decided to quit, but
nevertheless, she continued for another two years. Now I think we already
abused her availability.

>From my side, I wish to continue, and I actually wanted even explore the
possibility to participate in the Google Code-in [1]. But this is another
story, that deserves another dedicated thread. It is late to apply for it
this year, so there will be time to discuss it over.

My most important point here is: we need a GSoC admins team. Ideally
another 2 people, that are willing to work together with me to continue the
great OSGeo's experience in GSoC. This is not paid work, however,
traditionally 2 GSoC admins have the honor to attend the yearly mentor
summit in California, hosted in the Google premises, and the expenses
reimbursed by Google.

Notwithstanding my good will to continue in the role of admin, I have to be
realistic and say that I cannot do it alone, so if other volunteers are not
found, I'm afraid our participation in GSoC it is going to an end this year.

Please, feel free to circulate this call to your connections, former
mentors or former GSoC students, Geo-For-All fellows, etc.. We need your
help!

Please forward!

FOSDEM is a free and non-commercial event bringing together about 5000
developers in Brussels, Belgium. The goal is to provide open source
software developers and communities a place to meet and share thoughts. The
participation is free of charge, although donations are welcome. The next
edition will take place on 4 - 5 February 2017. For the third (!) time
there will be a Geospatial devroom and will be happening on Sunday 5/2/2017!

Geospatial technologies and mapping used to be specialist work, but
nowadays location and maps are becoming part of many projects/applications,
which usually use only a small subset of the possibilities the data and
software offer.

The geospatial devroom is the place to talk about open, geo-related data
and software and their ecosystem. This includes standards and tools, e.g.
for spatial databases, and online mapping, geospatial services, used for
collecting, storing, delivering, analysing, and visualizing purposes.

We welcome submissions about:

   -

   Web and desktop GIS applications;


   -

   Collaborative editing / versioning of geodata and metadata;
   -

   Interoperable geospatial web services and specifications;
   -

   Collection of data using sensors / UAVs / satellites;
   -

   Geo-analytic algorithms / libraries;
   -

   Geospatial extensions for classical databases (indexes, operations) and
   dedicated databases;
   -

   Big geodata, scalable GIS applications;
   -

   Volunteered Geographic information - Crowdsourced geodata.


HOW TO SUBMIT YOUR PROPOSAL FOR A TALK

Are you thrilled to present your work to other open source developers?
Would you like to run a discussion? Any other ideas?

Please submit your proposal at:

Make sure to select the 'Geospatial devroom' as 'Track'. If you have an
account from previous years, you should be using the same.

Please specify in the notes if you prefer for your presentation either a
short timeslot (lightning talks ~10 minutes) or a long timeslot (20 minutes
presentation + discussion). However, note that time slots are indicative
and will be assigned according to the timing of the session.

The DEADLINE for submissions is Thursday **1st December 2016**.

Notification of acceptance will be sent to the Authors by 11/12/2016 at the
latest.

the license the code is released, as long as forking is allowed, whether is

There is nothing like automatic mentors renewal. If you are available for

we are pleased to inform you that Google has announced GSoC 2016 [1,2].
In case OSGeo gets accepted as mentoring organisation, we (madi[3])
are considering to admin also this year. If there are more volunteers, this

remember that all the activities are carried out by volunteers.
I think that for example OSGeo could provide a sort of reimbursement for
the time spent by the volunteers working at the server infrastructure
behind the web site and the mailing lists, and could potentially think to
stipend other key figures. OSGeo could for example offer first legal advice
for the companies who decide to release their code under a free license.
Could even offer an infrastructure to gather and keep the money for the
various projects.. I am not well informed about the implication of the
bylaws and whether all this is possible or not. I think that all these (and
more) activities would give more sense to the umbrella role. But these are
not for free, therefore there should be a decision behind whether OSGeo
wants to invest in this direction.

 looking at the presentation, I got exactly the same feeling as expressed
so well by Milo. Personally, I don't feel offended by this presentation as
a woman. However, due probably to my limitations, I don't get the messages
that you (Sanghee) meant to deliver, otherwise than the one expressed by
Milo. I support the idea that, due to the prominent placing of your
presentation, it is extremely important that the message conveyed is agreed
upon by the majority of the community, because somehow it does represent
not only your personal view, but the shared view of the community.
re to Jeroen: I don't think that the CoC itself caused the rising of this
issue, on the contrary, it formalized a statement of how the majority of
the community thinks it is right to behave... I think it is there to help,
not to create problems..

Ladies and Gentlemen of the Geospatial Community,

OSGeo is glad to welcome the 13 accepted students and their mentors for
OSGeo GSoC 2015!

We received 37 proposals from a variety of geospatial projects. Despite the
lower total number of proposals received compared to former years, the
overall quality was high, so our choice has been a difficult task.
Eventually we appointed the following proposals:

I'm afraid it is too late for participating this year, but stay tuned
because OSGeo is likely to participate also next year. In the GSoC program,
you are welcome to submit your project proposal, however it is very

in order to find mentors. Your project proposal should involve one or more
OSGeo projects (software). You can find more information here:

Dear Cameron, All,

thank you for your work on the diversity statement, I appreciate this
initiative of OSGeo.
I'm opening this thread to discuss one aspect of the statement, which is
language diversity.
The draft of the code of conduct currently reads:

We have a multi-lingual community and are considerate toward non-native
speakers, such as by speaking clearly and avoiding slang.

I acknowledge the good intention behind this sentence, but as a non native
English speaker I don't feel comfortable with it.
I have some experience in living and working in a multi-language
environment, and one of the most enriching experience is to learn from my
peers about their languages and ways of expressing.
Personally, I don't feel as a barrier that a person uses expressions /
idioms / slang in their email, on the contrary, I would learn that. I
believe that the main goal of people writing in a public forum is to be
understood by the widest public, thus everyone, according to their command
of the language, will try to express themselves as best they can. On the
other hand, putting as a requirement that the English should be clear,
would forbid the expression of the people that are aware of their non
excellence in the language.

This is a gentle reminder that *student application period opens today*
[1]!

If you are a *student*, you can now start drafting your application in
melange. Do contact the developers of your chosen software, to make sure
you will have strong mentor support! Be sure you have read the
recommendations for students [2]

If you are a *mentor*, please create your profile in melange, then connect
with your organization (OSGeo) *indicating in the message for the admins
your project and the name of the idea(s) you are mentoring, together with
an email address that you wish to use with communication with the mentoring
organization*. Such data will be kept private and only handled by GSoC
admins. A plus is a link to a mail on public mailing lists, that show that
communication with the prospective student has started. Before applying as
a mentor, however, we encourage you to familiarize yourself with the guide
for mentors [3].

The *deadline* to students applications is *27th March*. [1]
Mentor registration will remain open until student acceptance.

Please forward this email to all relevant mailing lists of your knowledge.

Dear All,

it is our pleasure to announce that *OSGeo has been accepted as mentoring
organization* also this year! [1]
The OSGeo GSoC Team has been reshaped with respect to former
communications, and it's now composed by myself (Madi) in the role of
primary admin and the experienced Anne Ghisla in the role of co-admin.

Now it's time for prospecting students to carefully browse the list of
ideas and contact developers team of their interest. Mentor registration is
not yet open and will be announced in due time. Students can officially
apply on Melange from 16th to 27th of March.

All, do keep an eye (and a calendar client reminder) on all *GSoC 2015
dates* [2]!

This year, we will be using slightly different *procedure for assigning
slots* to selected projects. The experience from previous years made it
possible to define the criteria that will be applied this year, and
hopefully will be improved in the future:

1. Each project requires at least *two mentors*. The soundness of the
project, the selection of reliable mentors and student is responsibility of
its community. However, this year we strongly encourage the community to
assign to the wannabe-GSoC-student some small programming tasks or bug
fixes, in order to be sure that (s)he is familiar with the selected
software, the programming environment, version control system, mailing
list, etc and can code. Particular attention should be paid in the
selection of mentors that *won't disappear* in the course of the GSoC.

2. Each OSGeo software will have *one* slot assigned, provided that the
conditions at point 1 are met.

3. Like previous years, OSGeo will host some like-minded projects that
requested it, and will assign *1* slot to each guest, provided that the
conditions at point 1 are met.

4. This year we want to encourage projects that entail the* integration
between two or more OSGeo software*. For this reason, one extra slot will
be assigned to (sound) projects that aim at integrating two or more
software, provided that mentors of respective communities are involved.

5. If the number of slots will allow it, extra slots can be assigned to
projects that have gained a good *rate of success* in the course of past
years (reliable -not disappearing- mentors, student success, etc).

Further discussion on specific slot assignments will take place among
mentors in due time. This is the admins outline of this year's criteria.

this mail to all relevant mailing lists of your knowledge.

I would like to make an inventory of the tools and components aiding the
INSPIRE implementation that are available as FOSS. To do so, I have created
a wiki page [1] and I'm here asking your help in filling it. A lot of
valuable pieces of software are being developed  and they could be ideally
reused without reinventing the wheel all the times.  I think that
eventually this exercise will  benefit everyone interested in reusing
INSPIRE components.

It is true that this is a long story, but it's hard to find all the
elements needed for judgement. I'd ask those that have personally followed
the steps, to kindly fill a wiki page with the most important facts.
Another thing is that, for those that couldn't make it at FOSS4G, it is (I
believe) not easy to understand on what exactly the community of charter
members is being called to express their opinion. What does it mean to
cooperate and what does it imply for the organizations involved? Is it a
case by case cooperation what you're talking about? why it looks like is
the FOSS4G event at stake here?

 Dear CRO and all,

 we would like to nominate Dr. Nikos Alexandris for becoming an OSGEO
 Charter Member.

 Nikos has been a long advocate of Open Source GIS and OSGEO [1] and has
 been one very active person in supporting both since 2007 (and we know
 him since). He actually sees OSGEO as the means to actively cultivating
 a technologically advanced and socially aware geospatial way of thinking
 and acting.
 He has been actively involved in pushing Open Source GIS and OSGEO in
 both academic and industry-oriented settings and his passion has taken
 him recently from Greece up to India (TERI and Kurukshetra Universities)
 in order to promote specifically GRASS-GIS. He has participated in
 community sprints for GRASS-GIS, in the translation of the OSGEO web
 site to Greek and has been very active in the OSGEO Greek Chapter and
 the Greek Open Source community in general, especially by having
 participated in numerous events in Greece
 about Open Source in general and Open Source GIS specifically and has
 been interviewed about this for magazines. You can find more about Nikos

 We think that Nikos gathers all the required qualities specified in the
 OSGEO nomination pages for a charter member.

 Dimitris, as the founder of the Greek OSGEO Chapter, considers Nikos a
 valuable member
 of the OSGEO Greek Chapter and OSGEO in general and as OSGEO Charter
 Members we both think that Nikos' passion and dynamism will bring a lot
 of energy to OSGEO and that he carries all the necessary qualities to
 serve OSGEO from many different positions.

Hi,

thank you Jeff for having raised this matter, I find it really interesting
for the sake of pure data analysis and discussion. I agree with Maria
except one single point: is it really important? I think it is. As Maria
points out, I agree it is not from OSGeo side that the problem should be
addressed, because i don't see any barriers for women approaching OSGeo. On
the contrary, it is one of the kindest and welcoming environment. But I
think that it would be very interesting to analyse the real causes why
women apparently seem not to be attracted by these subjects. I think that
there are deeper sociological and practical reasons behind. It would be an
interesting exercise to explore the correlation between number of females
in open source/technology/science with some drivers such as the perspective
of working stability offered by different countries, the facilities for
working mothers offered by private and public sectors and so on. I think
that exploring such reasons in detail would really help to improve society
and to offer real equal opportunities to every citizen.

 On the other hand, no one should be nominated just because of their
 gender. In the long run, it doesn't help increasing female numbers. (It
 won't be the first time someone thinks I am where I am just because I am
 female and not because I worked hard.)

 I'm sorry if I am bothering someone, but I am very picky with all this
 stuff. It is the eternal discussion about not having enough female in tech
 organizations. If we want to have more female on OsGeo, we should go to
 school now to have them in OsGeo in a few years :)

 Until then, does it really matter? Are we doing things different? I know
 it looks very cool to have half and half but, is it really important?

[OSGeo-Discuss] [Election 2014] Nomination for Mohammed Rashad

Dear CRO and OSGeo people,

I wish to nominate Mohammed Rashad [1,2] for OSGeo Charter membership.

Rashad is from Kerala, India. He is currently at the end of his internship
at CNES [3], Toulouse  and completing his master degree at IIIT Hyderabad
[4].

He started working on GRASS GIS for his engineering project, a web
application deployed using Cartoweb PHP framework and GRASS GIS. When he
started his master at IIIT Hyderabad, he began working on a collaborative
mapping platform called VRGeo [5] (Village Resource Geo data repository),
LSIViewer and WebGRASS. He participated in GSoC 2012 and 2013 for OSSIM
projects under OSGeo.

Currently he is working in OTB and OSSIM python bindings. Moreover, he
packages GRASS GIS and OSSIM for Ubuntu PPA [6]. He's always helpful with
users through the various ML and GIS Stack Exchange[7].
