Hi Jorge,

It is my pleasure to nominate Nimalika Fernando [0], from Sri Lanka, for 
Charter membership.

Nimalika is attached to Sri Lanka Institute of Information Technology
(SLIIT) [1] and initiated the Institute's ICA-OSGeo Lab, named OSGeoSLIIT 
[2,3], that strongly focuses on free and open source software.
In March 2014 she was instrumental in organising the first FOSS4G event in Sri 
Lanka [4],which was a success, with 60 participants including students from 
several Sri Lankan universities [5].

Yann Chemin introduced me to Nimalika when I visited Sri Lanka early this year, 
and I have soon been impressed by her enthusiasm and proactivity in spreading 
open source GIS, especially in education. I believe that her contribution in 
teaching is crucial to the future of OSGeo, as it connects the international 
experts in the field with young generation in Sri Lanka, where open source GIS 
can make a very positive impact.
