Yes, I have successfully used Mp3tag v2.40 to update every mp3 in my
collection.  Press shift+alt+5 and select "Import cover from file" in
the dropdown box, then it will ask you for the image name, type
Folder.jpg and click ok.  It will use the relative Folder.jpg and
update every mp3 with the folder.jpg in that directory, embedding the
image into the file.  If you have cover art in files that you do not
have saved as Folder.jpg you can choose to not overwrite existing. 
Later you can also export those images to file using the same method. 
Just use windows media player to make sure the album art is correct and
if it is, then it is saved as Folder.jpg and it will work.
