Well if you're feeling a touch more masochistic, then you could always
try and configure up the RPi/pCP for wifi... not as an final solution
but just to see if you can get further into the process.

It seems to me like a hardware issue too.

Almost definitely a hardware issue with one of these.

I obtained a micro HDMI cable and connected my Raspberry Pi 4 to a
monitor. I tried connecting with SD card burned with PiCorePlayer, also
with Raspberry Lite on SD, also tried connecting with no SD card in the
RPi. Here's what I saw (I have attached photos) --

And of course a quick google revealed plenty of litle Windows apps that
do just that routine, but with an easier interface "Shutdown Timer
Classic" does the trick, with all sorts of options available. Thanks
