   Option 2 (drop support for i386 and Hexagon in CI) sounds reasonable to me

   Seems like Python 3.10 is no longer available in Ubuntu 20.04. We need to 
think alternative way.
   Possible options:
   1. Install python from source on i386 and hexagon images
   2. Drop i386 and hexagon support in CI
   3. Upgrade base image to 22.04 -> I feel this is extremely hard because 1) 
i386 ubuntu 22.04 is not provided, 2) hexagon image rebuild is impossible on my 
side because it requires Qualcomm Dev Portal registration.
   4. Use uv for python installation
   
   Ubuntu 20.04 LTS is [EoL on 2025/5](https://ubuntu.com/about/release-cycle) 
so option 2 sounds reasonable to me.
   Any comments? cc @yongwww
