Should I manually set -DGR_PREFDIR= ${prefix}/etc/gnuradio/conf.d? If so,
it would be good to update the wiki to let people know to set this flag.

20.04. I also need to use gr 3.8
because I need some OOT modules that have not migrated to gr 3.9.
Should I install an older version of gcc? Are there any other solutions for
this issue?

Why does preferences file get installed in /usr/local despite setting a
custom install prefix? And is this expected?
