Seriously, that should be a single google search, I can't find it. It's not
in the documentation. What the hell. This is the trouble I've had with
quite a few things on GNU radio, no startup info is available.

Did you try typing change usrp ip address into a google search? The
first hit is http://files.ettus.com/manual/page_usrp2.html, which does have
the information you are looking for.
Since the USRP isn't specifically GNURadio, it's generic SDR hardware,
GNURadio does not have this
