A common case, for example, is building many tools from the same
GNUmakefile - each of them created by compiling a file or two. We
don't parallelize building
the tools at the moment

ProjectCenter + editor.
I like project center (you must use the CVS version, not the last
release) and does about everything quite well, but the internal editor
has several things I miss, thus I use it only for small edits. But it is
very convenient with setting up the project properties,
