MapServer can do this via Templates. We use it in our GISmo (GeoMoose) interface quite a bit for Popups. you can see it action here: http://gis.ci.stpaul.mn.us/gis/gismo_public/html/ Just zoom in a ways, a couple of blocks, turn on the Address Point layer, and then switch to the "Visible Layers"
