Please check the links I posted initially - there are NO registry settings you 
have to change. Only settings in the Plex server.

I installed Emby Media Server as a second backup media server, which also works 
completely without internet.

Thanks, but I don't trust myself to fiddle with registry settings and
the like, so I will just live with the fact that I can't play PLEX in
those rare circumstances when the internet is down. (I'll just explain

own server. Hence no internet, no Plex.

You need to set connection as insecure allowed on local network

Thanks for the reply. I wouldn't say my question was pure PLEX as, to
me, familiar is I am with LMS, I can't see why it needs an internet
connection to stream locally. And there is no forum for PLEX like there
is for LMS, to garner reliable info; especially not one constituted by a
knowledgeable group of tech savies as exist on here.

You are right - a pure Plex question. But anyway, the short answer is Plex 
needs internet connectivity unless setup specifically to not use it.

I use (and strongly recommend) Rasplex on a Raspberry Pi. There are
instructions for installing Squeezelite on it, which gives you the best
of both worlds. You can even use different audio outputs, like HDMI for
Plex and a DAC for Squeeze.

I use a Roku stick plugged into a TV along with Plex, which is running
with LMS on a Fedora based VortexBox. It streams movies wirelessly from
a headless server in the basement.

Roku supports Plex very well and it comes with a remote.  I run Plex
alongside LMS on a Windows PC with no problem.

- Plex and LMS together is no issue. It's been an "out-of-the-box"
  option on vortexbox for quite a while already
- Raspberry Pi + KODI are quite a bit more performant than either your
  current solution or the alternatives you've been looking at. I'd
  propose looking at either LibreElec (pure KODI) or Max2play
  (combination LMS + KODI + squeezelite)
- Again Raspberry Pi, with either PiCorePlayer or Max2Play, would be a
  more economical and ecological solution compared to running you PC
  24/7
