There are contexts where that could make sense - if you want to say
"on claiming, it's your responsibility to deal with the issue or find
someone to take it from you."  But I think I agree it's not
appropriate to this context.

These are decisions Taiga folks will make in the end, but I'd assume
that anyone who has permission to make assignments or claim a ticket for
themselves has the same permission to remove. It wouldn't make sense to
be able to claim but be unable to undo your claim.
