It's only a matrix parameter if you use the semicolon. Commas are just characters in the path segment. Actually, I believe from the perspective of the spec for URIs (http://www.faqs.org/rfcs/rfc3986.html) both semicolons and commas are considered just part of an opaque set of characters forming
