The files contain inkscape-specific attributes, so I'd guess he was
using Inkscape at some point when creating them.

Which graphics are you referring to?
You might want to have a look at the SVN repository¹. The whole website
is available there along with Makefiles generating various content.


PS: I'm CC-ing the Neo mailinglist, as I'm not the author of any
graphics on the website.
