OK I've given up on trying to run the tutorial on Vista. Instead I've used VirtualBox and set up Debian Lenny as a virtual machine. This gives me Python 2.5 and Django 1 and so far I haven't encountered any more problems. Incidentally, Seamless Mode in VirtualBox is really great as I get window
