I finally got it to work. I needed to comment out the first line of
the PythonPath below

PythonPath "['C:/Python24/Lib/site-packages/django/bin/mysite'] +
sys.path"
PythonPath "['C:/Python24/Lib/site-packages/django/bin'] +
sys.path
