On slide 3, the presentation indicates three Indexed Sets -- DPNs,
Domains, and Interface Groups. Reference to entities of those three

One of the possible options is perhaps to use something along the line of what
public clouds or OTT folks provide/use.
A form of DHT (with some wild carding capability) can perhaps fit the bill. We
ran some tests with Google and Azure Pub/Sub and got about 120ms response time.
