Like on Debian, the way to do so is clear:

apt purge pulseaudio

I find no reason to keep useless packages installed.  Like other potentially
harmful packages (network-manager, gvfs, ...), it's a reasonable assumption
that if pulseaudio is installed, sound can be routed there.

You can't really have the sound card used both by Pulse and by raw ALSA at
the same time.

Maybe because not all users of devuan want pulseaudio to be spawned by
default on their systems. Also spawning pulseaudio by default would
break the proposed fix for bug 496:

Preparation should not be an after-thought.

The Release Notes are included at the source of the isos: 
http://files.devuan.org/devuan_beowulf/ and all the mirrors would have 
identical content.


In addition, the Release Notes as well as installation instructions are 
included on the isos using the Debian installer.  I know because I 
picked the short straw to prepare that documentation.

I did a similar work-around fix when first faced with the same problem
on Devuan.  However, I think the proper fix, as pointed out by Ken, is
to edit

  /etc/pulse/client.conf.d/00-disable-autospawn.conf

and comment out the "autospawn=no" line.  This is the solution that I'm
currently using on all my Devuan Beowulf systems without encountering
any issues.  I wonder why Devuan isn't distributing a patched version of
pulseaudio that has this configured correctly by default?

I cannot remember either.
So
I checked my configuration and the only
file changed is in /etc/pulse/client.conf.d/

which has 00-disable-autospawn.conf

the contents of which are

 On linux systems, disable autospawn by default
# If you are not using systemd, comment out this line
# autospawn=n

I am sure someone with definitive knowledge will come along, refresh
my memory and help you.

It may have been a response to one of my posts that you are 
remembering.  Back on September 25 I posted that I had "(Almost) no 
sound under Beowulf" and viverna posted a reply suggesting the need for 
a .asound file.  In the end, I did not need this file. Although 
pulseaudio was installed, it was, for whatever reason, not starting for 
all users.  I added a line to start pulseaudio in each user's .bashrc 
file and that fixed the problem on their next login.  YMMV.
