These links are useless for any boot program capable of using more than one kernel, thus they are not created by default for more than a decade. Debian's (and thus Devuan's) official precompiled kernel package update the symlinks if they exist but AFAIK they don't create them anew -- the debian-installer module does, though, so it's not surprising you still have one. This doesn't matter at all unless you use lilo, and even that might have changed since. -- Second "wet cat laying down on a powered-on box-less SoC on the desk" close shave in a week.
