actually i use arpwatch to detect new clients on my network and since the ip
addresses from the clients permanently change this is not possible anymore.

tcpdump while NOT see respective outgoing dhcp replies? If so, are there
any messages from dnsmasq in your log files?
What options should I be putting through tcpdump in order to obtain what
