I added this to the dnsmasq command line:
--log-queries=extra --log-debug --log-facility=/tmp/dnsmasq.log
(actually set in DNSMASQ_OPTS in /etc/default/dnsmasq in Debian)
This works the first time, but fails after dnsmasq is restarted:
