Thanks Simon. I ran some tests with --log-queries and discovered that 'dnsmasq' is working perfectly here. What's been causing the trouble is that various script-generated alarm-emails are failing to queue to because 'sendmail' is seeing temporary lookup failures on DNSBL queries to Spamhaus and

Running 'dnsmasq' 2.57 on a CentOS server here rather than on a router. Whenever the WAN link goes down, usually for maintenance by the service provider, 'dnsmasq' stops responding to local /etc/hosts queries along with wide-area queries. This has the effect of preventing numerous local activitie
