Why are you asking on the dnsmasq list for help with this problem? You've said the client gets no response, because the dnsmasq server is running fsck during boot. dnsmasq is not even running yet! This is the wrong place to ask for help with problems unrelated to dnsmasq. On Mon, Aug 6, 2012
