right settings?

Exactly, the client does not have internet access. So I set the following
option  in the .conf file: *dhcp-option = option:router, 10.5.2.1.*
It still doesn’t work. No error message.
The setup of my home server is as follows:
Acts as modem router
enp5sP/ppp0 is WAN NIC
enp3s0 is LAN NIC
Currently named and dhcpd are enabled and working fine.
Packet forwarding is enabled.

Do you mean that client machines don’t have internet access? If so, it doesn’t 
look like your specifying a gateway in your dhcp configuration so the clients 
don’t know where to send internet bound traffic.

Which of those messages will be shared (with context) with us?

I run a home server under Oracle Linux 8 and want to replace named/dhcpd
with dnsmasq.
maimed/dhcpd run just fine.
When rebooting I don't have internet access from the LAN.

My config is as follows.
/etc/resolv.conf
search 
nameserver 127.0.0.1

/etc/NetworkManager/conf.d/dns.conf
[main]
dns=dnsmasq

/etc/dnsmasq.conf
server=80.58.61.250
server=80.58.61.254
address=//127.0.0.1
