ISC will stop accepting domains for DLV in 2016 and will terminate
service alltogether in 2017 [1]

There's no support for DLV in dnsmasq. The DNSSEC support was added
after the DNSSEC root had been signed, so DLV was arguably already
obsolete at that point.
I not that ISC is phasing out the DLV registry now.
