Gyorgy Farkas obtained a packet capture which confirmed my theory that Win XP forces its DHCP client into REBINDING state when it sees loss of carrier on a network interface. I've prepared another release candidate for dnsmasq 2.23 which takes this into account and generates appropriate DHCP
