I'm solved my problem by install dhcp-helper on host node and relay
all dhcp to my server.

i do that ?
If i provide only -i mgmt i forward all queries having address
37.139.40.254 and i can't provide to cleint address from 172.16.252.0
network.
If i provide -i ovs-int i can provide to clients only from 37.139.40.0 network.
How can i solve my problem with dhcp-helper ?

static assignment. For ipv6 i can use provided
construction dhcp-range=::,static for ipv4 for example
dhcp-range=0.0.0.0,static may be very good solution

Why i can't use --interface=tap* ? DOes dnsmasq monitors
network intnerfaces via netlink and automatic listen it when it added
