This is wrong, Broadcast address never should be the same as SIADDR,
broadcast is the address of subnet, isn't it?
Meanwhile the following DHCP-option is also not working:
--dhcp-option=option:broadcast,172.16.0.255
numeric one is working fine:
--dhcp-option=28,172.16.0.255
