There's nothing in the stylesheet that explicitly needs it. But maybe
Xalan always needs it.

I think Norm is right.
I have found it necessary when using recent versions of
Xalan to include the bsf.jar file in my CLASSPATH
along with xerces.jar and xalan.jar. That solved
the missing BSFEngine problem for me.
