I am not against making the folder ”share” public, but what is the use
of it?
I noticed that the folder "LibreOffice Documentation" in the "share" is
the same folder as the folder "LibreOffice Documentation" on the higher
level, with the same documents in them.

Good question. As you may have found out, finding a clear answer on the
US Treasury Department website is hopeless.
However, Google lists what are probably the current countries/regions:
Crimea, Cuba, Iran, North Korea, Sudan, and Syria
