Yeah, I've wondered about that, but bzip2recover(1) lets me get back all
the blocks, normally 900KiB, that match their CRC from a corrupted
.bzip2 file.  And tar's format makes it fairly easy to spot the start of
the next entry and "fake" the intervening missing stuff so tar's happy.
I'm happy enough with that and prefer the compressor to make use of
similarities between nearby files as opposed to it considering each in
isolation, missing out on lots of opportunities.
