In short, they have strengthened the requirement to use OSS rather than proprietary solutions, although they don't go as far as saying OSS is better. What they do say is that if a proprietary solution is no better than an OSS alternative, after taking into account TCO and other factors, then the OSS solution must be selected. At the link there is a toolkit of documents to help departments make the decision. Of particular interest is that the documents are provided in PDF and ODF formats, but not doc or docx.
