In my thought utc_offset function in src/lib/utc-offset.c returns wrong
offset value when the year in localtime and GMT different.

the user has unlimited quota that's why the response is different from what
im used to get ( but it still complies to the RFC )

Are there any documentation regarding how to develop a dovecot plugin -
