There is libexttextcat version provided by libreoffice team
http://www.freedesktop.org/wiki/Software/libexttextcat
http://dev-www.libreoffice.org/src/libexttextcat/
which uses pkgconfig. Library name is different:
libexttextcat-2.0.so
so dovecot configure doesn't find it.
