Another solution would be to write some kind of milter/policy-service
with a web-interface, where people can reject mails directly on the
postfix side. But this is a lot of work.

flat file (no !include in primary .conf) and split files. That's however
opens the probability for flame wars about what's better. ;-)
you try to start Dovecot v2 rather than Dovecot v1? I
mean, maybe you have multiple versions of Dovecot on your system and the
init script starts another binary with the new config.
