It seems like, I installed 1.8.9.1(I downloaded latest one).
But when i type Doxygen -V i get 1.6.1.

recent dot version. Do you get the same problems with the current version
of doxygen(1.8.9.1) and your dot version?

I am trying to create a call graph for baroclinic.F90 file of CESM.
However when I run firefox index.html, I got a blank browser. through file
tab's "open file" was blank even after, I browsed to the path of
baroclinic.F90.
