Mikhail, Good question... I wonder if your TZ value wasn't incorrect, anyway... See [1]; CET == GMT+1, so CET-1 is GMT, which is not your timezone. That would account for the errors you're seeing. You could always set it back to GMT+1 or CET for good measure, in case somebody's relying on it.
