Dave - Like JB said, it may well be down to IE integration with the OS. As I recall from Win95, there was a "Desktop Update" OS patch that came with Internet Explorer 4.01 SP2. This installed a quickstart bar and allowed a web desktop, and so it might enable you to use DQSD on Win95.
If you can find a copy of IE 4.01 SP2 (it's bound to be on some old ISP CDs etc. you might have) then you'll need to uninstall your current version of IE (it might be an idea to export all your favourites first), install the old IE + Desktop Update (it's an option during the install process), and then re-install the current IE over it.
