I would recommend downloading the installer again and trying again.
Chances are good the download was simply broken. The installer for
3.1.9.2 should be:

When I removed all the aliases, I saved the original set in a file called
'aliases.deprecated' in the DQSD install dir. To get some of them back, you
can just copy and paste from that file into localaliases.txt.
