I've always found this a curious bug. Win98 does not actually 
minimize full screen (F11) IE windows when using Win-M. All other apps will 
minimize. Stranger yet, when using Win-D, Win98 will minimize all apps and 
seemingly minimizefull screen IE windows but that is not the case. For 
those that use Win98, full screen IE and an auto-hidden secondary taskbar, Win-D 
minimizes apps, displays the desktop, but makes the secondary taskbar 
inaccessible. Normally the 'hidden edge' of this taskbar is visible, but with 
Win-D and full screen IE it is not. So while Win-D minimizes apps, it somehow 
only brings the desktop forward, leaving full screen IE windows in place but 
behind the desktop (I believe this is called z-order). Checking the system menu 
for each app on the main taskbar reveals that indeed all the apps are minimized 
(that option is grayed out) but accessing any IE system menu from the main 
taskbar will automatically bring the IE window to the forefront (not it's proper 
function) but indicates that minimization is an available option. Only when full 
screen IE windows are individually minimized will the secondary taskbar be 
accessible. To try it, create a secondary taskbar, right-click it to set 
auto-hide, open IE full screen, hit Win-D, no secondary taskbar. Press Win-D 
again, access the IE system menu, select 'Minimize', secondary taskbar is 
accessible.

I am not sure if there is similar behavior across the Windows 
product line, but because of this bug, accessing DQSD with the Win-S function is 
very desirable. Unfortunately, there are a lot of problems with Win-S whether 
DQSD is on the primary or secondary taskbar. Any ideas on improving it? Is there 
something different or new that DQSD users on Win98 can do? I'll make my address 
available if anyone wants to send me a new computer preloaded with 
WinXP.
