I have a Drake TR-3 that the volume pot. has gone out at the lower volume
levels. Once the pointer reaches the 1200 position it works, but the volume is
so loud you cannot bear it.
I have tried contact cleaner, but that does not improve the situation. So I
don't think it's dirty,

A T-4XB with good finals should put out about 130 W in TUNE position on
80, 40 and 20. 120W on 15 and 110 on 10. This is into a good dummy
load, with an accurate wattmeter. These power levels are limited by

Quite likely a high ESR in C40, possibly and/or C48. Simply paralleling
a capacitor of similar size across each one should resolve the problem.
