I've tested with kernel 2.6.29.1. The problem still persists. While everything 
works fine with 2.6.28 or lower, starting X (both 1.3 and 1.5) with DRI enabled 
on a 2.6.29 kernel results in a garbled screen and unresponsive keyboard.

This is the only case I've heard of this problem, and this:

is a bit worrying.  I'd expect problems with a videoram setting this low.  Are
you forcing it by hand?  Can you attach your xorg.conf?

Note that forcing it isn't generally necessary.  Physical RAM will only be used
when the server actually binds the memory.  The videoram line in the log just
reports the aperture size (which is the maximum amount the X server is allowed
to use).  The memory manager in recent kernels assumes it has the full aperture
to play with; if you want to limit its memory usage we'd need to patch it
instead.

Oh nevermind, looking at the report I see that your AGP init is failing so the
driver is just trying to use stolen memory (which explains the 16M videoram).

I guess we just need to figure out why your AGP driver is returning EBUSY when
the driver tries to initialize it...  Dave?

Also, does this still happen with 2.6.30-rc?

I think we had a workaround for this (attached), but it sounds like
Robert has tracked down the root cause (search for Broken vblanks on
Intel on dri-devel@lists.sourceforge.net).  Will try to get the fix
into the Intel driver soon.  Fortunately this doesn't seem to be biting
a lot of people (at least not that I've heard); I certainly have a hard
time reproducing it.

 It is a regression, but it seems to have been introduced in 2.6.28, not
 2.6.29.
 2.6.27.20 works fine.

I'm running the the latest radeon-rewrite branch with modesetting-gem drm
modules using stock Ubuntu Jaunty xorg/kernel.

System is:
Mobile AMD Athlon(tm) XP 2800+
M9+ 5C61 [Radeon Mobility 9200 (AGP)]
VIA VT8378 [KM400/A] Chipset Host Bridge

Steps to reproduce bug:
1. start glxgears
2. move a window over gears window
3. gears will render over 2nd window

exa has been removed from our driver; coloredTexPerf2, coloredLitPerf2 get pass
with exa now and there some specified bugs for cases above. so let's close this
bug.
