Statistics report to accept start / end date ranges, rather than try to
generate all the old monthly reports.
I've done this for the Workflow stats page
The monthly reports are static files built from log records, so they will
not change as you change config values. There are cron tasks that are used
to build the report output. You might be able to regenerate the report
files, but I do not know if that config property would be used.
