Solved the issue.
The cause was using mod_proxy. Found an article that you need to use AJP
for Shibboleth authentication. After switching it to AJP connector, it
works. It would help anyone who might have the same issue if this is
mentioned in the installation documentation.

Dear Shamprasad and rest of the community,
I am getting the same error while trying to import collection from one
instance of ver 6 to another instance of ver 6. Did you find any solutions
to this? Or does anybody have any idea on how to solve this issue?
