I don't know what system you're using, but look for the pm2 startup file.
For me it's a file pm2-dspace.service in /etc/systemd/system.
In this file:
Type=forking
change to
Type=cluster
After this change, restart the pm2 service and start dspace UI. The
application should run in cluster
