Hi Peter, In DSpace, the Language dropdown values are defined in the "common_iso_languages" value-pairs in the "submission-forms.xml" here: https://github.com/DSpace/DSpace/blob/dspace-7_x/dspace/config/submission-forms.xml#L1489
This is an XML configuration file on the backend which defines the submission form fields & their values. More information on how to configure Submission Forms in DSpace can be found in the documentation at https://wiki.lyrasis.org/display/DSDOC7x/Submission+User+Interface This same submission configuration exists in DSpace 7 as well as in the upcoming DSpace 8 release.
