Hi, Shibboleth SP RHEL RPM package is based on CentOS Repo and since CentOS became an upstream endo of 2021 you can choose one of CentOS distro's replacement that is Rocky Linux so install Rocky Linux Shibboleth Repo and install Shibboleth SP and it's dependencies from it or you can always build it from the source on your RHEL 9.
