if you want accept items without any workflow steps, then do not setup a
workflow group in the target collection. You do not have to configure
anything for it in the 'workflow.xml'.

Our challenge is that sometimes the owner/administrator of a collection
should not be able to delete things.

personal workspace.
Once he submitted them and they are in the workflow and/or accepted he
can not edit the items anymore.
