Short answer: no.
Longer answer: Maybe. DSpace assigns a handle when an item is committed to
the archive. If, during the submission process, you mark the item as
private or under embargo, then it will be entered into the archive and
given a handle, but will not be publicly visible per se.
Is there a way to tell what the handle of an item will be or generate it before
the item is make public? We have some graduate students who want to have the
handle of their thesis in the document to allow people to go to the
supplemental data in their thesis without having to try to find it.
