Short answer: no.

Longer answer: Maybe. DSpace assigns a handle when an item is committed to
the archive. If, during the submission process, you mark the item as
private or under embargo, then it will be entered into the archive and
given a handle, but will not be publicly visible per se. In the case of
private items they are technically public but do not appear in search
results or collection listings, and in the case of items under embargo they
are not accessible until a certain date. You could also manually set the
permissions on an item's bitstreams via "edit item" after it is approved,
to remove Anonymous access to the PDF or metadata listing, for example.

Is there a way to tell what the handle of an item will be or generate it before 
the item is make public?  We have some graduate students who want to have the 
handle of their thesis in the document to allow people to go to the 
supplemental data in their thesis without having to try to find it.  I've seen 
some JIRA tickets about this issue but none of them look to be completed.
