Have you checked that your dspace server knows what URL it's on?
If not, it can issue cookies for the wrong domain which get ignored, so login
doesn't work.

Windows Server 2008 R2, Java 1.8.171, Tomcat 7.0.56, DSpace 6. Our instance of
DSpace randomly requests people login when going from screen to screen and no
matter what I haven't been able to figure out why. There are 4GB memory
assigned to DSpace/Tomcat, and the heap is nowhere
